On a flat block, a blocked stormwater pit fills up. You get a puddle, the puddle sits there for a while, and eventually somebody deals with it. It is annoying and it is slow.

On the ground around the inner harbour, nothing sits still. These suburbs drop hard toward the water, and water that cannot get into a pit does not wait: it keeps travelling downhill and finds the next available path. That is frequently under a house, along a retaining wall, or straight into whatever property sits below yours. The blockage is the same. The consequence is not.

The short answer

On a slope, a blocked or undersized stormwater pit redirects water rather than ponding it. The water follows the fall, so the damage appears downhill of the blockage, sometimes under a house and sometimes on a neighbour's property. Find out where your stormwater actually goes before the next heavy rain, not during it.

1. Why a slope changes the whole problem

Stormwater drainage works by giving water an easier path than the one it would take on its own. When the system is clear, that is exactly what happens. When a pit or a line blocks, the water reverts to what it would have done anyway, which on flat ground is very little and on a slope is a great deal.

Water arriving at a blocked pit on falling ground has momentum and a direction. It goes over the grate, past it, and continues down whatever surface is available: a driveway, a path, the side of a retaining wall, or the gap between a paved area and the house.

The result is that the symptom shows up nowhere near the cause. Somebody gets water under a house or through a garage during heavy rain and starts looking at the wall the water came through, when the actual fault is a blocked pit fifteen metres uphill.

Rain is when to look, not afterwards

Ten minutes outside during genuinely heavy rain tells you more about your stormwater than any amount of inspection on a dry day. Watch where the water goes, and photograph it.

2. Where redirected water usually ends up

  • Under the house. The most expensive outcome and the slowest to notice, because a subfloor stays damp long after the rain has stopped.
  • Against a retaining wall. Walls on this ground are holding back soil that was never meant to be saturated, and drainage behind them is not optional.
  • Into a garage or lower level. On a steep block the lowest built part of the property is downhill of everything, which is precisely where redirected water goes.
  • Onto the property below. The one with consequences beyond your own building, and the one worth avoiding for reasons that are not only technical.
  • Into the sewer, which it must not. Stormwater entering sanitary drainage is a problem in its own right and is not a legitimate way to dispose of it.

The last two are the ones that turn a maintenance job into a dispute. Both are avoidable, and both are considerably cheaper to prevent than to argue about.

3. Finding out where your stormwater actually goes

Most people do not know, and there is no reason they should. Stormwater is buried, it is usually working, and nobody thinks about it until it is not.

Start above ground. Walk the property and find every downpipe, then follow each one to where it enters the ground. Note any that discharge onto a surface rather than into a pipe, and any that vanish into a garden bed. Then find every grate and pit and check whether they are clear.

Below ground, a camera answers the rest. It shows where the lines run, whether they are broken or root-affected, and where they discharge. On a steep block that last point matters more than usual, because the legal point of discharge is not always where somebody assumed it was decades ago.

Council is the authority on stormwater requirements for a property, and they are the right people to ask about what is permitted. What we can do is show you what is physically there.

4. The maintenance that actually prevents it

  1. Clear every pit and grate of leaves and silt. On a treed block this is a seasonal job, not a one-off.
  2. Clear the gutters, because a full gutter overflows at the wall, which puts the water exactly where you least want it on a slope.
  3. Check downpipe connections at ground level. A separated connection discharges straight into the soil beside the house.
  4. Look at where paved areas fall. Paving that has settled toward the house instead of away from it is common in older properties.
  5. Watch it rain, at least once, deliberately.
  6. Photograph anything that concerns you, dated.

That list is unglamorous and it is genuinely the whole of prevention. Almost every expensive stormwater problem we attend on this ground began as one of those six things going unattended for a couple of seasons.

5. When it reaches the property below

This is the situation worth heading off early. Water leaving your property and arriving on somebody else's is a difficult conversation at the best of times, and it becomes much harder once damage has occurred.

The useful move is evidence rather than argument. Establish where your stormwater goes, get it in writing or on footage, and fix anything on your side that is contributing. A property owner who has done that is in a completely different position from one who has not, whichever way the dispute eventually goes.

On a slope you may be the property below. The same evidence-first approach applies, and the same footage is what makes the conversation reasonable.

6. Signs worth acting on before the next storm

  • A subfloor or garage that smells damp for days after rain
  • Efflorescence or staining low on an internal wall or a retaining wall
  • A pit that overflows every time it rains hard, which people learn to expect
  • Water tracking across a driveway in a consistent line
  • Soil washed out from a garden bed in the same spot after every storm
  • A downpipe that gurgles or backs up at the top during heavy rain

Any of those on falling ground is worth a look while it is dry and cheap. None of them improve on their own, and all of them are considerably easier to deal with before the season they were going to fail in.

How do I know where my stormwater discharges?

Above ground you can trace the downpipes and find the pits yourself. Below ground a camera shows where the lines run and where they end, which on an older property is not always where anybody assumed.

Can stormwater go into the sewer?

No. Stormwater entering sanitary drainage is a problem in its own right, and it is not a legitimate way of disposing of it. If you suspect a connection like that exists on your property, it is worth establishing properly.

Water from uphill is coming onto my property. What can I do?

Start with evidence: photographs during rain, and if it is warranted, footage of your own stormwater showing it is not contributing. The legal question is not ours to answer, but every version of that conversation needs facts, and the person who has them is in a far better position.

My pit overflows every heavy storm. Is that normal?

It is common, which is not the same thing. It usually means the pit or the line below it is partly blocked, or the system is undersized for what actually arrives. On flat ground you would get a puddle. On a slope you get water going somewhere else.

Do I need Council involved?

Council is the authority on stormwater requirements for a property, so anything about what is permitted or required is a question for them. We can tell you what is physically there and repair it.

Is this the same as a blocked sewer?

No, and confusing them wastes money. Sewer problems show up at the fixtures inside the house. Stormwater problems show up outside, and only during or shortly after rain. If it only ever happens when it rains, that is your answer.
